This page covers rent increases in Pennsylvania for a residential tenancy — whether there is a cap, and what notice a landlord must give.

It does not cover commercial leases, subsidised housing (which follows federal rules), or any city whose local ordinance differs from the state rule.

Is there a rent cap?

宾州无州级租金上限、也无租金稳定制度。

Landlord and Tenant Act of 1951 全文目录已核验（Article V 含 §§ 501, 502, 503, 504, 505.1, 511, 511.1, 512, 513, 514），**不存在任何涨租条款**。租金是合同条款，涨租时点由租约控制。本地无一般性授权或优先条款 —— 常见引用的 § 250.510 已于 1978 年废止，不能支持任何优先适用主张。

Notice a landlord must give

Pennsylvania has no statewide rent-increase notice law. The timing of any increase is controlled by the lease. Where a city has its own notice requirement, that may apply instead — see the local rules below.

Exemptions from the cap

唯一与涨租相关的成文规则反直觉：租住满 5 年后，涨租不得连带要求提高押金。

这项常被误称为「宾州涨租法」，实为押金规则。Philadelphia 另要求出租方持有效 rental license 与 Certificate of Rental Suitability（§ 9-3903），存在未结 code violations 时不签发。

Local rules that override the state rule

Philadelphia 是宾州唯一有实际涨租通知成文规定的辖区：租期 1 年以上须提前至少 60 天，不足 1 年须提前至少 30 天。

通知须以书面交付，载明：(i) 涨租金额；(ii) 涨租生效日；(iii) 新的支付金额。采用亲手交付或 first class mail附邮寄凭证。若租约约定更长期限，从其约定。Philadelphia 无涨租上限。注意这是市级来源，且本次经由官方法典库（AM Legal）核验，工具中须标注为市级。
